Coastal Adaptation to Climate Change: Can the Ipcc Technical Guidelines Be Applied?
نویسندگان
چکیده
This paper evaluates the IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptations with respect to the guidance offered for coastal-adaptation assessment. It appears that the IPCC Technical Guidelines focus strongly on implementation. This paper uses both conceptual and empirical information is used in this paper to show that coastal adaptation embraces more than selecting one of the “technical” options to respond to sea-level rise (retreat, accommodate or protect). Coastal adaptation is a more complex and iterative process with a series of policy cycles. To be effective, an expanded adapta-tion framework involving four steps is suggested, including (i) information collection and awareness raising; (ii) planning and design; (iii) implementation; and (iv) monitoring and evaluation. The incom-plete coverage of these four steps in existing coastal-adaptation assessments constrains the development of adaptation strategies that are supported by the relevant actors and integrated into existing management. Researchers and policy-makers are recommended to work together to establish a framework for adaptation that is integrated within current coastal management processes and practices and takes a broader view on the subject.

Background: Outdoor workers are vulnerable to heat stress and climate change due to their occupational and environmental conditions. Short-term exposure to extreme heat (acute exposure) can lead to rise the core body temperature, which it may directly cause heat related illnesses such as mild rash, cramps, heat exhaustion and heat stroke. It is reported that long-term chronic exposure to heat l...
متن کاملImproving communication of uncertainty in the reports of the intergovernmental panel on climate change.
The Intergovernmental Panel on Climate Change (IPCC) assesses information relevant to the understanding of climate change and explores options for adaptation and mitigation. The IPCC reports communicate uncertainty by using a set of probability terms accompanied by global interpretational guidelines. The judgment literature indicates that there are large differences in the way people understand...

Fisheries support livelihood of over half a billion of people globally. Many of these people live in coastal regions of developing countries; and have limited capacity to adapt and build resilience in the face of climate change. This research assesses the biophysical and socioeconomic characteristics of fishers in four coastal communities, Komenda, Elmina, Cape coast and Morree, in Ghana. Stru...
